Job Summary: Performs professional engineering work in design, review, and inspection of roads, utilities, and stormwater infrastructure for county Capital Improvement Programs (CIPs), or Planning and Economic Development applications. Serves as liaison between the County and consultants.

GENERAL: Serves as liaison engineer, directs engineering consultants and makes technical decisions. Provides technical and administrative assistance to other project management and operating divisions.
Conducts detailed construction document review and analysis for quality assurance, engineering and property acquisition, evaluates conformity to standards and permit requirements.
Attends public information meetings to interpret plans and answer questions relating to individual projects being presented.
Performs inspections of contract or development construction pertaining to utility excavations, streets, sewer, fences, sidewalks, curbing, gutters and various other road improvement projects to insure proper construction; addresses construction conflicts and questions, negotiates supplementals and change orders, reviews and approves invoices.
Assists management in developing long-range plans for major construction projects, establish cost estimates, and seeks approval and funding from Board of County Commissioners.
Coordinates activities between contractors, consultants, utility companies, developers and other County departments as related to road, utility or development construction projects and planning.
Respond to public inquiries concerning County requirements, standards, and policies.
Confers with upper management to keep them informed on key issues and progress toward objectives and gain their support and approval; makes recommendations to assist management in making needed improvements.
Performs special assignments as requested, to include researching and preparing reports and projects, developing and implementing programs, administering state and federal grants and presenting technical data to management, elected officials and others.
PUBLIC WORKS: Serves as lead design engineer and project manager for in-house construction projects.
Develops, implements, and manages for CDPS Phase II Stormwater Permit for the County, and project scoping and scheduling for County Capital Improvement Program projects.
Prepares contracts for engineering services to meet County requirements for construction projects; develops scope of services, manages the process the RFP process, rates and recommends selection of consultants, conducts contract negotiations and administers the contract.
Manages engineering contracts by conducting review meetings, assisting in data collection, reviewing progress, coordinating data collection and design review with staff; communicates and coordinates terms of permit conditions with Federal and State agencies and consultants.
Reviews and approves preliminary survey and plans, final plans and bid schedules for projects; meets with consulting engineers to review plans.
Oversee NFIP Floodplain program and issue Floodplain Permits when necessary.
Act as Utility Engineer for Mesa County Public Improvement Districts, to include development of standards, rules and regulations, and assist Department management on specific projects, cost estimates, reports, designs, and project effectiveness. Also, oversee State Permit compliance.
Prepares agenda requests and makes presentations for Board of County Commissioners.
Prepares requests for proposals; evaluates RFPs, coordinates review with other project engineers, compiles and coordinates distribution of bid documents, answers questions from bidders, issues addenda, reviews bids for acceptability and prepares newspaper advertisement.
Manages construction projects from planning, design, construction and substantial completion phases.
MINIMUM QUALIFICATIONS REQUIRED: Education and Experience: Bachelor's degree in engineering or related field and four (4) years of progressively responsible related experience.
Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.
Transportation system design and bridge design/inspection experience is desired.
Licenses and Certifications: Professional Engineer (PE) Registration
Driving Requirement: Marginal - based on Mesa County policy

Bachelor's degree in environmental engineering, civil engineering, Public health, environmental science, or related field from an accredited college or university; and five (5) years practical experience in environmental monitoring, sampling, and water quality data analysis; and two (2) years supervisory experience in water quality and environmental administration, or any equivalent combination of education and experience. Previous experience in civil engineering, construction management, or Geographic Information Systems (GIS) and databases is desirable.
