Serves as a strategic leader to bring new ideas, innovations, and best practices to Larimer County. Ensures administration of all functions of the Human Resources Department. Develops and implements goals, objectives, and priorities for personnel policy and procedures County wide. ESSENTIAL FUNCTIONS:
· Oversee the development and administration of policies for all aspects of human resources management; work with the County Manager, Department and Division Directors, Elected Officials, employees, and other stakeholders in ensuring that human resources polices meet the needs of the County.
· Assist County departments in correctly administering the Larimer County policy manual and other related policies and procedures.
· Assign, direct, and supervise activities of assigned staff, ensuring adherence to established policies, procedures, and standards; administer or make recommendations for routine personnel matters affecting subordinates including recruiting, interviewing, hiring, training, assigning work, scheduling work hours, granting leave, appraising performance, disciplining, and submitting such records and reports as required by County policies and procedures.
· Provide advice to County departments in complying with all applicable federal and state laws and regulations.
· Through the Payroll Supervisor, direct the preparation of the County payroll and related reports; oversee the maintenance of payroll records; direct the payroll systems as necessary to comply with applicable laws, rules, and regulations.
· Serve as a member of Larimer County’s executive management team; review and resolve internal issues; develop and implement strategic direction for the organization; work as a collaborative business partner with County Manager, Department/Division Heads, and Elected Officials in order to support their long-term needs; attend County meetings to represent the division before the Board of Commissioners.
· Supervise the development and implementation of County wide employee training programs.
· Oversee the maintenance and security of the County’s personnel files.
· Coordinate with the Risk Manager, County Attorney, and other County Departments, Divisions, and Elected Officials in responding, obtaining, and providing information and assistance to legal challenges arising from employment law.
· Oversee the ongoing administration of the County’s wage and salary programs including the annual review of classified and appointed employee salary and wage rates and the revision of these rates in accordance with County policy.
· Provide practical advice, policy guidance, training, coaching, and/or direction to County staff regarding sound human resource management practices.
· Manage the annual preparation and ongoing administration of the Human Resources Department budget; administers all aspects of the Department business support operations including accounting, purchasing, information management, facilities, communication, and other support needs.
· Direct the development, administration, and review of all employee benefit programs including self-funded and outsourced programs.
· Administer the County’s self-funded Insurance programs.
· Administer the County’s employment policies and procedures to ensure compliance with all applicable federal and state laws and regulations pertaining to employment.
· Oversee the planning, development, implementation, and system administration functions for the Human Resources management systems.
· Manage the development, administration, and review of the County’s customer service improvement program, the cultural diversity program, and other activities or special purpose programs as directed by the County Manager or the Board of County Commissioners.
· Direct the development, administration, and review of the County’s New Employee Orientation, supervisory training, and other training programs as may be purchased from vendors or developed by the staff of the Human Resources Department.

OTHER DUTIES:
· Provide other public agencies and private not-for-profit organizations with professional advice and assistance on matters related to human resources administration and management on an as-needed basis to proactively protect the interests of the County.
· Perform other duties as appropriate or necessary for performance of the job.

QUALIFICATIONS:

Knowledge of:
· Principles, practices, and objectives as related to public personnel administration, recruitment and selection, position classification, salary administration, employee training and development, benefits administration, and payroll administration in a human resources program.
· Federal and state laws and regulations pertaining to all aspects of public sector human resource management.
· Principles, practices, and objectives as related to organizational management in a public sector program.
· Supervisory principles, procedures, and methods including selection, training, discipline, and evaluation.
· Leadership methods and management skills.

Ability to:

· Communicate clearly and concisely, both orally and in writing.

Education:
· Equivalent to a Master’s Degree from an accredited college or university with major coursework in Public Administration, Human Resource Administration, Business Administration, or a related field.

JOB SUMMARY (Short Narrative of Job Duties):
The Manager of Human Resources (HR) has the overall responsibility for general management, strategic planning, and coordination of services for the City’s HR Department. This position directs the planning, development, implementation and evaluation of a diverse range of policies and procedures, budget preparation and plan maintenance as well as citywide HR programs and health and welfare plans, in support of the City’s established mission and goals. The Manager of HR will work closely with the Director of Finance, Mayor and Board of Aldermen, and other Officers on all human resource issues as they relate to the City’s preferred employer initiatives.


ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Oversees all aspects of multi-functional HR Department including Compensation, Employment, Benefits, Training, Safety and Health, Employee Relations and Retirement Administration. Serves as key contact with external benefits consultants and attorneys.
· Manages staff of professional as well as part time and seasonal interns.
· Researches and introduces policy changes for Mayor and Board approval - attends workshops and evening meetings as required.
· Maintains Federal and State compliance on all HR issues including annual EEO Report, qualified plan testing and state mandates.
· Serves as the Plan Administrator for retirement plans, health plans and dental plans.
· Coordinates all Employee Relations issues and Internal Investigative Procedures
in tandem with Legal Services. Consults with management on how to handle sensitive employee issues to conclusion.
· Is the official custodian of all confidential employee files.
· Maintains and periodically updates the City Compensation System,
employee health and welfare plans and City training programs.
Delivers periodic training on sexual harassment, diversity, and employment law.
· Oversees the periodic polling of staff on issues relating to HR programs.
· Works with Committee chairpersons to stay on top of employee concerns.
Consults with Mayor on topics of interest that could have a major impact on morale.

REQUIRED EDUCATION AND/OR EXPERIENCE:
· BA with 10 years progressive HR management experience, or equivalent experience and skills. Government experience highly desirable.
· Skilled in areas of supervisory, strategic planning, problem solving, coaching and conflict resolution
